Of course, they have sent unmanned probes into space to get pictures and gather data and samples, as they are still doing today, but I don't think they realized just how big a problem the Van Allen belts were going to be back in the 60's Cold War era when the USA was trying to bluff the Russians about getting a man to the moon.
Ask yourself why the Russians never put a man on the moon to this day?
