'I don’t think, I know' ... Hmm, Where Have I Heard That Said Before?📕🦁

I was watching a current affair story about Australia's purchase and reneging on the nuclear submarines with the French and thought, where have I heard this quote from the French president before?
I'm not sure I know, but I think this isn't good for the future of my kids when I have left the planet ... hopefully.
