Major Briggs/Captain Scully: The X-Files/Twin Peaks Pop-cultural Fusion?

'The X-Files'/'Beyond the Sea'
I'm a big 'Twin Peaks' fan, but not so much of a 'X-Files' fan, so watching the 'X-Files' season 1 episode 13 'Beyond the Sea' and seeing that Dana Scully's dad was played by the same actor who plays Major Briggs in 'Twin Peaks' caught my eye.
