A Company NOT Owned by Indigenous Australians, WAM Clothing, Has Exclusive Rights to Use the Flag on Clothing?

The AFL will not be displaying the Aboriginal flag on its
grounds during its Indigenous Round this weekend

I hadn't heard about this ridiculous situation until this week, but how can a clothing company hold the copy-write on a national flag?
Did you know that the Aboriginal Flag is copyrighted?
"WAM Clothing was granted the exclusive use of the Aboriginal flag on clothing by its designer and copyright holder, the Luritja artist Harold Thomas, in November 2018."

I'm not an Indigenous Australian, but this ridiculous situation has to change by the time the next Indigenous AFL/NRL footy rounds come around.
And I wonder if beer cans are exempt from those BS copy-write laws?
