Personally, I prefer the RWS deck number sequence, rather than the other way round, as that makes more sense to me.

Why the Swap Between the Justice and Strength Tarot Cards?
Reading the book ‘Jung and Tarot: An Archetypal Journey’ I found it amusing that chapter 11 is about the #8 tarot card from the Tarot of Marseilles which is the Justice card, but in the RWS deck is the #11 card, with #8 being the Strength card:-)
